The Purpose
Whitehall RISE is a community-driven planning initiative to update the city’s Comprehensive Plan and create a new Parks & Recreation Plan Master Plan, which will shape the city’s future through the next 5-7 years. This effort is more than just planning—it’s a shared vision for how Whitehall can reimagine opportunities, innovate for the future, shape growth and development, and emerge stronger together.
The Approach
The City of Whitehall is taking an integrated and strategic approach to the Whitehall RISE. The process includes two plans, an update to the Comprehensive Plan and a newly created Parks and Recreation Master Plan.
This process will be guided by:
Technical Analysis & Best Practices – Research, data, and proven best practices will be utilized to ensure the plan reflects real community needs and a sustainable future for Whitehall.
Robust Community Engagement – Public input will be gathered throughout the process, with overlapping engagement opportunities to ensure broad participation.
Steering Committee Leadership – A broad and dedicated Steering Committee will serve as community liaisons, helping to shape the vision for the future, review materials, and provide valuable insights and input throughout the process.
An Experienced Consulting Team – OHM Advisors and Civic Uplift will be working collaboratively to create a holistic plan.
